Her practice is concentrated in the public finance area, having served as underwriter’s counsel, borrower’s counsel, and bond counsel in numerous financings. She is the Co-Leader of the firm's Municipal Securities Regulation and Enforcement Team and member of the firm’s Education Industry team. She is a Past-President of the National Association of Bond Lawyers and a member of the Board of EACUBO. Ms. Guarnaccia is a former editor of the Federal Securities Laws of Municipal Bonds Deskbook (2nd, 3rd and 4th editions). She is a graduate of Tulane University and Cornell Law School.
