P3/Alternative Project Delivery Structures for Infrastructure Delivery

The panel will walk through trends in the delivery of higher education infrastructure projects using public-private partnerships (P3) and other forms of alternative project delivery methods. The panel will highlight recently closed projects from across the country, including student housing, utility projects, parking projects and mixed-use developments. The panel will specifically walk through the risks and benefits of using P3s and alternative project delivery and when it might or might not make sense to use such delivery methods.

Learning Objectives

  1. Explore the advantages, disadvantages, costs, and benefits associated with alternative project delivery (including financing).
  2. Understand the spectrum of delivery approaches, performance-based contracting, and related financing structures for P3 approaches.
  3. Articulate university policy considerations, pre-development requirements, rough timelines, and rough benefits from P3 approaches to university infrastructure and related facilities.
