Reactive to Ready: Building Proactive Operations Across Campuses

In this session, Corey Watson of the University of Maine System (UMaine) and Maureen Roskoski of FEA will discuss how an organizational assessment process can be used to evaluate a facilities organization.

The discussion will focus on how to use a capability maturity model approach to assess facilities organizational maturity while ensuring the organizational structure is optimized for success. Through a case study of a few UMaine campuses, we will highlight APPA’s Maintenance, Custodial, and Grounds level of service standards and how to utilize them to understand staffing levels. We will highlight effective strategies for improvement in security operations through external partnerships. We will share how this information helped inform decisions around staffing, department structure, communication, and service level expectations, enabling a shift from reactive to more proactive operations. Attendees will gain insight into how a long-term, collaborative approach can support clearer decision-making, improved service delivery, and stronger alignment between facilities management, safety operations, and institutional priorities.
